What Are the Quote Authority Delegate's Responsibilities?
In addition to standard RBSA maintenance, once an individual has been delegated Quote Authority, the Delegate and department have on-going responsibilities to manage quotations and ensure the RBSA remains in compliance. Failure to follow the necessary steps could not only jeopardize CU's intellectual property, federal funding, and overall reputation, but also put individuals within the department at risk for personal liability.
Quote Authority can allow units to be more responsive via faster contracting. However, they also require additional administrative responsibilities. Carefully consider whether you and your department have the administrative capacity before setting up Quote Authority.

ÌýÌý Report issued quotes and cooperate with OCG Services spot audits.

Delegate Responsibility Details
ÌýÌý Only act within the scope of Quote Authority.
A legally binding contract is required every time service activities are sold from Âé¶¹Ãâ·Ñ°æÏÂÔØBoulder to an external entity. The Delegate should issue a quote for each customer except in specific high-risk situations that exceed the scope of Quote Authority. The Delegate is not authorized in the following circumstances and must forward requests to OCG Services:
ÌýÌý Customer is foreign.
ÌýÌý ÌýService involves hemp and/or cannabis.
ÌýÌý ÌýService involves ITAR controlled items.
ÌýÌý ÌýCustomer requires signature.
ÌýÌý Customer requires negotiation of terms.
ÌýÌý ÌýCustomer requires use of their contract templates.
When any of the above circumstances exist, fill out the to initiate a request with OCG Services.
ÌýÌý Issue quotes directly to customers.
OCG Services will give each Delegate a custom Service Quotation Template. This template is the only form that should be used to contract for services unless OCG Services has given you explicit permission to do otherwise. To issue a quote, follow these steps:
- Check that the customer and service fall under your quote authority (detailed above).
- Customer is NOT foreign (including Canada and Mexico).
- Services does NOT involve hemp and/or cannabis.
- Service does NOT involve ITAR controlled items.
- Service and equipment have been setup by OCG Services under your RBSA.
- Fill out the fill-able fields of your quote template.
- Do not edit any other part of the template.
- Do not sign.
- Submit quote directly to the customer.
- There is no need to inform or loop in OCG Services.
- Once the customer accepts the quote, proceed with services. Acceptance is defined as:
- Written acceptance by email, and/or
- Continuing to order services after the quote has been received.
- If the customer does not accept the quote, fill out the . Non-acceptance includes:
- Customer requires signature.
- Customer requires changes or additions to terms and conditions.
- Customer requires use of their contract template.

ÌýÌý Track issued quotes.
OCG Services will give each Delegate a Service Quotation Log ("Log"). It is the Delegate’s responsibility to track basic details of every quote issued. Use the following guidance when filling out your Log:
- Enter details for each quote on a separate line.
- Report quotes based on the quarter in which they are generated (i.e., the "Quote Date"), not the period of performance.
- Only report quotes issued to external Customers.
- Only report quotes successfully accepted by the Customer.
- Do not report quotations or agreements completed by OCG Services.
ÌýÌý Report issued quotes and cooperate with OCG Services spot audits.
It is the Delegate’s responsibility to report their Service Quotation Log to OCG Services every fiscal quarter for review. Reports are due two (2) weeks after the fiscal quarter ends.

To complete reports, follow these processes:
- Read the OCG Services reminder email.
- A reminder email will be sent to the PI, DRA, and Delegate shortly after the fiscal quarter end. Previously identified administrative/financial contacts may also be included.
- The email will include a deadline that is on the 15th of the month proceeding the end of the fiscal quarter.
- Submit report.
- The Delegate submits quarterly report via the online form.
- Upload the Log with each report unless no quotes were issued in the quarter.
- If no quotes were issued in the quarter, a report must still be submitted - there is an option on the form to indicate no quotes to report.
- Comply with audits.
- OCG Services reviews reports and may reach out for more information if a spot audit is conducted. The Delegate should be ready to provide copies of quotes and other documentation if requested.
ÌýÌý Update Delegate status as needed.
Quote authority is delegated to specific individuals, not the department. Should your Delegate leave Âé¶¹Ãâ·Ñ°æÏÂÔØor be otherwise unable to complete their RBSA duties, the department can either:
- Choose to have a new individual receive delegation from OCG Services, or
- Forgo quote authority and reach out to OCG Services for every customer.
In either situation, email OCG Services to notify and discuss next steps.
