Important items of note regarding 听award with the Colorado Office of Economic Development & International Trade (OEDIT)
General Budget
- Expenses on the Fund 30/31 and the OEDIT cost share speedtypes should align with the correct original budgeted category provided on the OEDIT proposal, typically Personnel, Travel, Materials & Supplies, Subcontractor, Equipment, and F&A.
- Deviations: OEDIT will only allow budget deviations of up to 10% per budget category within each ST. Expecting changes or unplanned expense categories? OEDIT鈥檚 approval is needed 30 days prior to the award end date if the deviation exceeds 10% or includes a new budget category.
- Please provide the OEDIT budget form and confirm that the reallocated funds align with the scope of the work to OCG by 45 days prior to the end date. OCG will contact OEDIT
- If you have Lab Venture Partners-funded cost share, OCG will also reach out for their approval on any cost share changes. OCG will obtain both approvals.
Cost Share
- OEDIT awards always require a cost share component, thus ensuring the required percentage of cost share will be met is vital to receiving all OEDIT funding. Cost Share is required at a minimum of one-third (1/3) of expenses on the fund 30/31 ST.
- Please note, the main ST will apply F&A, but cost share will not. OEDIT does not allow Unrecovered F&A on cost share for AIA/Venture Partner awards. Please keep this in mind when calculating your 1/3 balance as your percentages will shift as you move expenses between OEDIT and Cost Share. - Pre-Award Spending
- OEDIT will generally allow pre-award spending for cost share funds only as of the date of the Notice of Award from OEDIT 鈥 work with OCG if you wish to set up pre-award spending. OCG will then route an early speedtype request to RFS to set up a cost share pre-award speedtype to allow the spending.
Service Vendors/Consultants
- Vendor/Consultant v. Subcontractor: OEDIT has very specific rules related to subcontractors and vendors/consultants. If a vendor rises to the level of being considered a subcontractor by OEDIT, it will need to be included in the 鈥淪ubcontractor鈥 budget line. Reach out to OCG if you want to include a new vendor/subcontractor/consultant that was not previously budgeted.
- Service vendors/consultants cannot be budgeted or included as 鈥淢aterials and Supplies.鈥 Services provided may be categorized as a 鈥渟ubcontractor鈥 or an 鈥淥ther Direct Project Expense鈥 depending on the service provided. Again, please reach out to OCG to make this allocation.
Personnel
- Personnel expenses and fringe should only be allocated under 鈥淧ersonnel Expenses.鈥 Tuition and Fees cannot be included here.
Other Direct Project Expenses
- 鈥淥ther Direct Project Expenses鈥 can include undefined categories (for ex. Tuition or Fees, Legal expenses, Patents).
- Expecting Patent Expenses on an AIA award? Stay in contact with Venture Partners to get all expenses posted related to patents throughout the award period. Please follow up on these directly. See contact list below.
- 鈥淥ther Direct Project Expenses鈥 cannot cover any expenses that would fit under any of the listed categories of Personnel, Travel, Materials & Supplies, Subcontractor, Equipment, and F&A, whether budgeted or not.
- For example, conference fees and travel need to be budgeted under 鈥淭ravel鈥 and cannot be put into 鈥淥ther Direct鈥 even if the travel is for business development.
